Questions about telephony - cloud and otherwise

I have a few questions about developing an application for telephony. The
aim for this project is to make telephony accessible across platforms -
web, mobile - smartphones and non-feature phones etc. I am by no means a
proficient programmer - I can write code in Python, some bash and have
started delving into C.
My questions are as followings:
Do I depend on some readily available solution like Asterisk or should I
consider building something from the ground up?
How would making calls work internationally? i.e from my app to my app and
from my app to a mobile phone? Would there be charges applied?
I know I have to learn about telephony in general and cloud telephony in
particular-Are there any open source projects which are well-documented?
How would I handle the transmission of voice? In regular mobile phone
services, it is governed by towers and switching when one user moves from
the range of one tower to the next. Do I need to take that into
consideration while building the app?
The purpose of trying to build this is because after all these years voice
communication is still a big challenge in my country. I thought one of the
established players would take up the issue but since there isn't any
profit in it, I guess they let it be. The purpose is to bring free
communication even to the remotest village where there are no mobile
networks or landline telephones.
